Call for projects - "Access to culture - Kultur am Prisong"

Although the Luxembourg legislative framework is based on a principle of equality, socio-economic and educational determinants can lead to de facto exclusion, particularly in terms of access to culture.

Launched by the Ministry of Culture and the Ministry of Justice, in collaboration with the Prison Administration, the "Access to Culture" call seeks to encourage projects that counteract this exclusion, primarily by funding projects that aim for the cultural inclusion of all people, and secondarily by raising awareness through the same means.

"KULTUR AM PRISONG"

Prisoners in penitentiary centres are unable to participate in cultural events and activities. By bringing cultural projects into the institution, it is possible to take a first step towards cultural inclusion.

These cultural projects can have an impact on different levels for the prisoners ; they are a way of discovering culture and new means of expression while developing new passions or talent. With a view to integration, these cultural projects can thus create a link with society and the outside world, for example by questioning the notions of freedom and confinement.

The projects can take different forms and cover different activities, such as :

  • dance;
  • theatre;
  • music;
  • visual arts;
  • writing;
  • film screenings;
  • dance and theatre performances;
  • ...

Activities can be participatory or contemplative. They can also, but not necessarily, lead to a closing performance or show.

Eligibility period: Projects are eligible if they are carried out between 1 May 2022 and 8 January 2023 in accordance with the dates specified below.

Terms and conditions

Project location

At the "Centre pénitentiaire de Luxembourg/Schrassig" (CPL) and at the "Centre pénitentiaire de Givenich" (CPG).

Dates on which the projects can take place

  • Whitsun school holidays (21 May to 29 May 2022)
  • Summer school holidays (16 July to 14 September 2022)
  • All Saints' Day school holidays (29 October to 6 November 2022)
  • Christmas school holidays (24 December 2022 to 8 January 2023)

Target audience

CPL and CPG detainees. The selection of participants is made by the respective administrations.

Eligible project leaders

All organisations constituted as non-profit associations are eligible . (Foundations, dance companies, artists' collectives, ... )

Exclusion criteria :

  • Individuals
  • Companies
  • Municipalities or municipal services

Selection criteria

A number of criteria will apply to the evaluation of submitted projects :

  • Feasibility in terms of planning
  • Budget feasibility and balance 
  • The contribution to a diverse and high quality cultural offer
  • Sustainability of projects
  • the professional experience;

Eligible expenses

Aid can be requested for :

  • Artists' or speakers' fees 
  • The cost of materials needed for the project
  • Project design and management costs

Costs incurred before the deadline for submission of the application are not eligible.

Financial information

Eligible project(s) of a maximum amount of € 10.000

Practical information 

  • Workshops can take place in the presence of a guardian.
  • The maximum number of participants per workshop is 15 for the CPL and 6 for the CPG. It is important to note that during the workshop series the number of participants may decrease due to a lack of motivation or various appointments (legal, medical, family-related appointments,  ...).
  • It is best to offer workshops that work with a variable number of participants and where new people can join along the way.
  • At the CPL, men and women are separated. The instructor can work with both groups individually. At the CPG, the groups are mixed.
  • A project can be proposed for both prisons or just one. When selecting applications, the respective administrations give feedback on the feasibility of the projects in their structures. A project taking place in both penitentiaries and considered as one project.
  • CPL : Activities can take place in the morning, afternoon or evening. It is preferable that the duration of a session of the activity be limited to a maximum of 4 hours continuously.
  • CPG : In order to ensure the internal operations, it is preferable that the workshops take place in the afternoon.

Indicative calendar

  • Launch of the call: January 2022
  • Application deadline: 15 March 2022
  • Analysis and preparation of applications for the commission: End of March 2022
  • Analysis of the files by the commission: April 2022
  • Announcement of selected projects: April 2022
The selection committee consists of members of the administration and the pedagogical team of the CPL and CPG as well as representatives of the Ministry of Justice and the Ministry of Culture.

Practical arrangements

The complete application must be sent to sophie.lammar@mc.etat.lu by Friday 15 March 2022 at the latest.

The application must include: 

  • the completed application form (Word - 118 kb) ;
  • the detailed project budget ;
  • quotes or invoices for project-related costs (if applicable) ;
  • partnership agreement (if applicable).

 

A report is due three months after completion of the project at the latest.
